Elizabeth has served as Executive Director of Rhode Island KIDS COUNT since it began in 1994. A native of Providence, Rhode Island, Elizabeth received a Bachelor of Arts degree from the University of Vermont and a law degree from the George Washington University Law School. Previous positions include Policy Director for the City of Providence, Housing Court prosecutor, and consultant to Rhode Island Housing, The Rhode Island Foundation, and the Women's Prison Mentoring Project. Elizabeth is Co-Chair of the Rhode Island Early Learning Council, serves on the board of the Partnership for America's Children, and is actively involved in many local and national organizations and efforts including the United Way of Rhode Island, the Alliance for Early Success and the Campaign for Grade-Level Reading. Jill K. Beckwith, MPH

Jill provides leadership and management for Rhode Island KIDS COUNT programs and publications across the issues of children's health, economic well-being, education, and safety. Prior to joining Rhode Island KIDS COUNT, she was the Director of Prevention at AIDS Project Rhode Island, Assistant Director at the Massachusetts Prevention Center in Cambridge, MA, and Associate Director of the Measurable Enhancement of the Status of Health (MESH) Initiative at Lehigh Valley Hospital and Health Network in Allentown, PA. She has a Bachelor of Arts from the University of Massachusetts at Amherst and a Masters of Public Health from the University of North Carolina at Chapel Hill.
Leanne C. Barrett

Leanne is responsible for early learning and early childhood development policy. She is the coordinator of the Rhode Island Early Learning Council and co-wrote the state's winning Race to the Top – Early Learning Challenge grant application. She is a state leader in the early learning field, having spearheaded the development of BrightStars, the state’s Quality Rating and Improvement System, staffed the state's Pre-K Exploration and Design Committees, and played a central role in bringing the T.E.A.C.H. Early Childhood workforce development program to Rhode Island. Prior to joining Rhode Island KIDS COUNT, Leanne was Vice President and Director of Community Initiatives at United Way of Rhode Island and a national program manager for the American Business Collaboration for Quality Dependent Care at Work/Family Directions, Inc. She has a Bachelor's degree in Developmental Psychology from Brown University and a Master’s Degree in Child and Family Policy from Tufts University.
Jim Beasley, MPA

Jim is responsible for policy analysis, research, and writing on a variety of issues affecting children’s health, including children’s health coverage, oral health, behavioral health, and specific health topics including preterm births, obesity, asthma, lead poisoning, and substance abuse. Previously, Jim was a Secretary Fellow in the Office of Communication at the U.S. Department of the Interior and a Data Specialist at Dynamic Logic in Warwick, RI and during his graduate studies, he provided research assistance to Villanova’s Office of Planning and Institutional Research. He has a Bachelor of Arts in Political Science and a Masters in Public Administration from Villanova University.
Dorene A. Bloomer

Dorene is responsible for the internal controls, annual budget, accounting systems and reports necessary to monitor and maintain the financial position of the organization. She prepares regular grant reports to foundation and government funders, monthly financial statements, and materials for the annual audit. Dorene also manages information technology and the computer operating systems for the organization including monitoring budgets and expenditures. Prior to her current position, she was the General Accounting Supervisor for AAA Southern New England and the Director of Finance & Administration for the Mental Health Association of Rhode Island. Dorene has a Bachelor of Arts degree from Rhode Island College.
Jennifer Waring Capaldo

Jennifer is responsible for providing program support to Rhode Island KIDS COUNT’s Deputy Director, Policy Analysts, and Communications Coordinator. She assists with organizational communications, tracks legislation and testimony during the legislative session, provides logistical support for meetings and events, and maintains and distributes written materials. Prior to her current position, she was the Marketing Coordinator for Howe Surveying and for The Design Partnership of Cambridge. Jennifer has a Bachelor of Arts degree from New England College.
Katherine Linwood Chu

Katherine (Katy) is responsible for implementing external and internal communications for Rhode Island KIDS COUNT across all issue areas. She maintains our website, social media, and e-newsletters; manages media relations; and assists with policy publications. Previously, she was Policy and Administration Coordinator in the Office of Lt. Governor Elizabeth Roberts and Oral Health Program Specialist at the RI Department of Health. She has a Bachelor of Arts in Social Anthropology and Health Policy from Harvard University.

Kara is responsible for policy analysis, research, and writing on issues related to child welfare (including child abuse and neglect, children in care of DYCF, adoption and permanency, and others) and juvenile justice (including youth referred to Family Court, youth at the Rhode Island Training School, alternatives to incarceration, and others). Her previous experience includes serving as a Community Program Consultant with Adoption Rhode Island, a Research Health Science Specialist at the Providence VA Medical Center, an MSW intern at both the Office of the Child Advocate and Adoption Rhode Island, as well as positions with Save the Bay and Bananagrams. She also is a 2012 graduate of The Women’s Fund of Rhode Island’s Women’s Policy Institute. Kara has a Master of Social Work with a Macro Concentration from Rhode Island College and a Bachelor of Arts in Sociology from Simmons College.

Ms. Galarza is responsible for providing administrative support to the Executive Director and Finance Director. She manages the Executive Director’s schedule and assists with communication with the Board of Directors. She provides logistical support for events, meetings, and conferences, and manages travel arrangements for all staff. She performs the accounting and clerical tasks for processing invoices, Factbook and Kid Pin sales, and issuing payments. Ms. Galarza oversees all office management and maintains office supplies, equipment, and staff administrative records.
Stephanie Geller, EdM

Stephanie is responsible for policy analysis in the areas of education, poverty, family economic security, housing, and homelessness. Before joining Rhode Island KIDS COUNT, Stephanie was a Research Associate at the National Center on Family Homelessness where she managed a multi-site study that examined the effectiveness of different housing and service approaches for homeless families. Previously, Stephanie was Research Director at Volunteers in Health Care and Scientist at the National Center on Substance Abuse Treatment Needs Assessment. She has a Bachelor of Arts degree in Psychology from Wellesley College and a Masters in Education with a focus on Human Development and Psychology from the Harvard Graduate School of Education.
